Europese luchtverkeersleidingsorganisatie – Vluchtfacturatiesysteem
Voor een Europese luchtverkeersleider hebben we een nieuw vluchtfacturatiesysteem ontworpen en geïmplementeerd voor de facturering van terminalheffingen en de rapportage van routekosten op basis van vluchtplannen, operationele gegevens, stamgegevens van vliegtuigen en nationaal beleid.
For a European organization in air traffic control, we designed and implemented a new flight invoicing system for the invoicing of terminal charges and reporting of route charges based on flight plans, operational data, aircraft master data and national policies.
Uitdagingen
Het verzamelen en afstemmen van vlucht- en vliegtuiginformatie voor de facturering van de gerelateerde ATC-servicekosten is een zeer complex proces, waarbij industrie specifieke communicatieformaten, nationale berekeningsregels, vliegtuig specifieke geluids- en gewichtsinformatie, route- en type-herkenning en andere informatie verwerkt wordt.
Vanwege de complexe aard zou het uitbreiden van een ERP-pakket, de ondersteuning en de doorontwikkeling hiervan in de toekomst zeer moeilijk en duur zijn.
Challenges
The gathering and reconciliation of flight and aircraft information for the invoicing of the related ATC service fees is a highly complex process, involving industry communication formats, national calculation rules, aircraft-specific noise and weight information, route and call sign recognition and other information.
Due to the complex nature, extending an ERP package to support this would render the ERP very difficult to upgrade in the future.
The solution
We redeveloped the existing application on the Liberty Create low-code platform, while increasing the level of automation and client-self service capabilities.
We developed different modules for flight plans and airport movements and built a dynamic reconciliation engine and fee calculation engine with variables and logic that can be parametrized.
At the same time, we built connectors to sources as they are today, which can be replaced by new connectors as integration technologies evolve further.
Digital Innovation blue analysts inventoried the as is process with the help of organization’s process operators and gained a profound insight on the industry formats and highly specific categorization and reporting rules that are in place. Specific attention was given to the national invoicing formula with all aircraft-specific parameters and the requirement for it to evolve in the future.
Using the Liberty Create low code platform we were able to achieve a robust calculation engine and user-friendly interface for the data intensive environment the reconciliation process is.
De oplossing
We hebben de bestaande applicatie op het Liberty Create low-code platform opnieuw ontwikkeld, terwijl we het niveau van automatisering en client-selfservicemogelijkheden hebben verhoogd.
We ontwikkelden verschillende modules voor vluchtplannen en luchthavenbewegingen en bouwden een dynamische reconciliatie-engine en kostenberekeningsengine met variabelen en logica die kunnen worden geparametriseerd.
Tegelijkertijd bouwden we connectoren naar bronnen waar momenteel mee gewerkt wordt, die kunnen worden vervangen door nieuwe connectoren naarmate integratietechnologieën verder evolueren.
Digital Innovation blue-analisten inventariseerden het as-is-proces met de hulp van de procesoperators van de organisatie en kregen diepgaande inzichten in de brancheformaten en zeer specifieke categorisatie- en rapportageregels die van kracht zijn. Er werd specifieke aandacht besteed aan de nationale facturatieformule met alle vliegtuigspecifieke parameters en de vereiste om deze in de toekomst te laten evolueren.
Met behulp van het Liberty Create low code platform konden we een robuuste rekenengine en gebruiksvriendelijke interface realiseren voor de data-intensieve omgeving die het reconciliatieproces is.
The results
Our intelligent terminal charges fee calculation module automates the complex process, ensuring accurate and transparent billing. Validation errors raised by the system are more insightful for the system operators and much of the tacit knowledge of the operators has been turned into explicit business rules, making the system easier to operate for new personnel.
Based on the insights provided, we aimed to further limit manual intervention in the reconciliation process to only what cannot be predicted using business rules. We shifted the focus from transactional intervention to master data maintenance, further reducing the likelihood of any claims or corrections raised by customers. The invoicing calculation detail could now be exposed to customers, further reducing the number of questions raised.
Our comprehensive reporting system enables seamless generation and delivery of various reports to their partners and Eurocontrol. Airlines gain valuable insights into key metrics, fueling informed decision-making and compliance. The system enhances operational efficiency, regulatory compliance, and collaboration among stakeholders.
Our user-friendly self-service webpages empower airlines with real-time access to detailed charge calculations. Airlines can easily review and validate their charges, reducing inquiries and fostering transparency. This customer-centric approach enhances control, satisfaction, and efficiency, driving improved airline-provider relationships.
De resultaten
Onze intelligente module voor het berekenen van terminalkosten automatiseert het complexe proces en zorgt voor nauwkeurige en transparante facturering. Validatiefouten die door het systeem worden veroorzaakt, zijn inzichtelijker voor de systeembeheerders en veel van de stilzwijgende kennis van de operators is omgezet in expliciete bedrijfsregels, waardoor het systeem gemakkelijker te bedienen is voor nieuw personeel.
Op basis van de verstrekte inzichten wilden we de handmatige interventie in het reconciliatieproces verder beperken tot alles dat niet kan worden voorspeld met behulp van bedrijfsregels. We hebben de focus verlegd van transactionele interventie naar het onderhoud van stamgegevens, waardoor de kans op claims of correcties van klanten verder wordt verkleind. De details van de factureringsberekening kunnen nu worden blootgesteld aan klanten, waardoor het aantal gestelde vragen verder wordt verminderd.
Ons uitgebreide rapportagesysteem maakt het mogelijk om moeiteloos verschillende rapporten te genereren en te leveren aan hun partners en Eurocontrol. Luchtvaartmaatschappijen krijgen waardevolle inzichten in belangrijke statistieken, waardoor geïnformeerde besluitvorming en naleving worden gestimuleerd. Het systeem verbetert de operationele efficiëntie, naleving van de regelgeving en de samenwerking tussen belanghebbenden.
Onze gebruiksvriendelijke selfservice-webpagina's bieden luchtvaartmaatschappijen realtime toegang tot gedetailleerde kostenberekeningen.
